do the basic check - only connect CPU, cpu fan, 1 stick of ram, onboard display, (if you don't have onboard, use your graphic card or a cheap one that you KNOW works), try to boot into BIOS.

if no response, change the ram and try again. bear in mind, asking people to check for you'll only cost about $30-$50

    yes that's quite likely to be the NB or SB on the mobo. i've also encountered a mobo that couldn't give enough voltage that does that - turning on all the fans and can't be turned off
