EDIT: For whoever is asking for updates I ended up returning the CS3030 drive. My conclusion from my testing is that the the problem is due to insufficient power from the host device. Some drives that won't work are power hungry drives like the 970 Evo Plus. However more efficient drives like the SK Hynix P31/P41, or the WD SN530 will work with mobile devices in my testing. I can't test additional drives but there are many SSD reviews include active/idle power draw measurements, so use that to determine what best SSD to use for your mobile devices.
