It's talking about running Win 10 full version
720p mon is not a problem but this atom cpu is very slow. And 2g ram is absolutely not enough

I have a HP x360 laptop (convertible chassis, keyboard is not detachable).  Any my version configuration is : 11.6" IPS 720p/Pentium N3710/8GB ram/500MB hdd.  Bought at $3K+ a year ago.  It's fast enough to run Win 10 home.

11.6" mon is small but very portable.
