要License。 香港有公司申請咗, 它們可以合法使用該頻段。

但它們是用底層Lora技術的LoraWAN, 它們設有基站並提供服務。
Lora 與 LoraWan 模塊並不兼容。
曾接觸該公司, 不過由於覆蓋率問題， project 後來選用了 NB-IOT。

In HK, you should use AS923 frequency, and you don't need a license to run the LoRaWan, unless you operate a public network for servicing charge. Like Pixel Network which they need a license for operation, which similar to PCCW...3HK, and smartone,which they offer cellular network for a charge servicing, so they need a license.

To run a LoRawan network for your own system, you don't need a license,as AS923 is an free ISM band in HK. Anyway, I work as equipment distributors for those technologies, so I am quite sure on it and checked with OFCA many times already.

AS923 band is within ISM Band. So LoraWan with AS923 band is free to used without license for non-public application.
Lora module in most of the case is designed to hook up with LoraWan.
I just deployed two Lorawan Gatways for shopping mall. This is a project owned by listed company.
